Membership

Purchasing Solutions Alliance (PSA) is an optional use program. Membership is free and open to public agencies, nonprofits, and other political subdivisions of the State of Texas or any other state. Membership permits participating entities to utilize any contract made available through the PSA cooperative program. As membership continues to grow and more contracts are secured through the competitive procurement process, beneficial savings can be obtained for participating member entities.

The following entities are eligible to become members of PSA:

  • Cities, Counties and other Local Governments
  • Political Subdivisions and Planning Commissions
  • Schools, School Districts, Colleges and Universities
  • Emergency Medical Services and Fire Districts
  • Hospitals and Hospital Districts
  • Special Law Enforcement Jurisdictions
  • Judicial Courts and Districts
  • Utility Districts
  • Special Districts
  • State Agencies
  • Nonprofits

PSA will:

1) Solicit input and contract needs from interested public agencies.

2) Research products, write technical specifications and performance requirements.

3) Coordinate and host pre-bid and pre-proposal conferences.

4) Solicit competitive bids and proposals.

5) Evaluate bid and proposal responses.

6) Award contracts through the BVCOG Board of Directors.

7) Assist with order placement and resolving order issues.

In addition, PSA will ensure your local businesses and HUB’s have the opportunity to participate and submit competitive bids or proposals.

3) No cost or fees to participate.

4) No minimum spending requirements.

5) PSA absorbs the administrative cost of preparing and soliciting bids and publishing legal notices.

6) Complies with state purchasing codes for all eligible members.

7) Contract Administration.

Membership requires the governing body or designee of an entity to approve the PSA Interlocal Purchasing Agreement (ILA).

Please use the following process to approve the agreement:

Step 1: Click here to download the PSA Interlocal Purchasing Agreement.

Step 2: Print two copies of the PSA Interlocal Purchasing Agreement and fill in all required information.

Step 3: Obtain the signature of the Chief Elected Official or Designee of your entity.

Step 4: Send both documents with original signatures to PSA at the address indicated on the agreement.

Step 5: PSA will execute both copies of the agreement and return one to your entity.
