Mission Statement

The Brazos Valley Homeland Security department’s mission is to support our citizens and first responders with a whole community approach.  The regional goal is to work together for building, sustaining, and improving our capability to prepare for, protect against, mitigate, respond to, and recover from acts of terrorism, technological events, and natural disasters.  The department coordinates homeland security activities among all agencies and jurisdictions within the region, as well as public and private-sector stakeholders.  It also serves as the liaison and point of contact with the Texas Department of Homeland Security.

Homeland Security Advisory Committee

The Brazos Valley Homeland Security Advisory Committee (HSAC) leverages the experience, expertise, and regional and statewide connections of the HSAC membership to provide the agencies and jurisdictions within the Brazos Valley Region, real-time, real-world, sensing and independent advice to support decision making across the spectrum of homeland security operations within the region.  The Brazos Valley Homeland Security Advisory Committee (HSAC) is comprised of leaders from county and local government, first responder communities, the private sector, volunteer organizations, faith-based groups, and academia.

The Homeland Security Advisory Committee (HSAC) typically meets the third Wednesday of every month at 1:30 PM at the Brazos Valley Council of Governments.  Location and time is subject to change due to weather, time conflicts, and other factors. All meetings are open to the public with virtual option included, and agendas and login information are available online via Texas Secretary of State Website. http://www.sos.state.tx.us

Homeland Security Strategic Planning

The Brazos Valley Homeland Security Department regularly updates regional preparedness plans to ensure the safety and resilience of our communities. Key plans—including the Threat and Hazard Identification and Risk Assessment (THIRA), the Stakeholder Preparedness Review (SPR), and the Implementation Plan (IP)—are updated annually. These updates are developed in close collaboration with a wide range of regional stakeholders to support a whole-community approach to emergency preparedness.

To ensure these plans reflect current capabilities and needs, the department’s Homeland Security Planner meets with local fire and police departments, EMS, emergency management personnel, non-profit organizations, elected officials, utility providers, IT professionals, local ISDs, communications teams, and others. This collaborative planning process typically takes place from June through November each year. The department also maintains and regularly updates the Regional Resource Guide—a comprehensive directory of available regional assets. This guide is distributed to local emergency management personnel and elected officials to assist in quickly identifying and requesting resources during emergency situations.

In addition to annual updates, the department also revises the Regional Interoperable Communications Plan (RICP) on a biennial basis. This plan is updated through direct coordination with communications personnel from cities and counties across the Brazos Valley region, as well as representatives from local fire, police, and EMS departments. These efforts help assess and enhance the region’s communication interoperability during emergency situations.

Regional Narcan Program

In June 2024, the Public Safety Planning (PSP) Department began distributing NARCAN® (naloxone) nasal spray units to law enforcement agencies, fire departments, EMS, health resource centers, and non-profit organizations throughout the Brazos Valley region. To eliminate barriers to access, the Brazos Valley Council of Governments (BVCOG) provided these life-saving medications at no cost through the University of Texas at San Antonio’s NARCAN distribution program.

As a result of this initiative, BVCOG’s Homeland Security Program supplied 666 units—equivalent to 1,332 doses—across the region in 2024. In 2025, PSP has already distributed an additional 510 units, totaling 1,020 doses.
